APPLICATION FOR AN EXTENSION OF TIME WITHIN WHICH TO FILE A PETITION FOR A WRIT OF CERTIORARI TO THE UNITED STATES COURT OF APPEALS FOR THE FOURTH CIRCUIT Pursuant to Rules 13.5 and 30.3 of this Court, the Solicitor General, on behalf of William P. Barr, in his official capacity as Attorney General of the United States, and the Federal Communications Commission (FCC), respectfully requests a 30-day extension of time, to and including October 21, 2019 (Monday following a Saturday and a Sunday), within which to file a petition for a writ of certiorari to review the judgment of the United States Court of Appeals for the Fourth Circuit in this case. The court of appeals entered its judgment on April 24, 2019, and denied the Attorney General's and respondents' petitions for rehearing on June 21, 2019. Unless extended, the time within which to file a petition for a writ of certiorari will expire on September 19,
