        Dear Mr. Bakaj:

               I received your letter today to Acting Director of National Intelligence Joseph Maguire,
        in which you provided formal notice of the intent of your client, a member of the Intelligence
        Community who reported an urgent concern to the Inspector General of the Intelligence
        Community (IC IG) on August 12, 2019 (Complaint), to contact the House Permanent Select
        Committee on Intelligence (Committee) directly. In that letter, you requested direction from
        the Acting Director in order to do so in accordance with appropriate security practices, as set
        forth in 50 U.S.C. § 3033(k)(5)(D)(ii)(II).

               In light of your notice of intent to the Acting Director of National Intelligence, the
        Committee requests a voluntary interview with your client on Thursday, September 26, 2019, in
        the afternoon, following the public testimony of Acting Director Maguire before the Committee.
        The Committee is prepared to work with you to identify a secure location and format that
        preserves your client's privacy and ensures protection from reprisal, or threat of reprisal.

               It is the Committee's expectation that, in light of your formal notice, the Acting Director
        must now cease withholding from the Committee your client's Complaint, along with the IC
        IG's credibility determination, and provide your client immediately with all necessary direction
        to communicate directly with the Committee about all of the information in the Complaint, as
        required under the statute.

               In order to make further arrangements for your client's interview, please contact the
        Committee's General Counsel.
