handle is hein.pio/hcbillaamgn0001 and id is 1 raw text is: 47; t 7.i 0 Civil Aviation Bill H.L.1 -A:ARV EXPLANATORY AND FINANCIAL MEMORANDUM This Bill makes amendments to and extends the present law relating to civil aviation. The Bill also extends the powers of the Parliament of Northern Ireland in relation to aerodromes in Northern Ireland. Clause 1 deals with the control of road traffic on aerodromes to be designated by an order made by the Minister of Transport or the Secretary of State, including traffic on roads to which the public do not have access. Clauses 2 to 5 empower the Board of Trade, local authorities, and owners of private aerodromes designated by an order of the Board of Trade, to make byelaws for their aerodromes. Byelaws made by local authorities and owners of private aero- dromes will be subject to confirmation by the Board of Trade. Clause 6 enables local authorities to provide facilities for civil aviation at aerodromes not established or maintained by them, and to make byelaws in respect of such facilities. It also enables Her Majesty, by Order in Council, to make provision for regulating the charges made in respect of such facilities. Clause 7 confers powers on the Board of Trade with the approval of the Treasury to make grants or loans towards the cost of establishing, maintaining or expanding aerodromes in Great Britain. Clause 8 enables the Parliament of Northern Ireland to make laws in respect of aerodromes in Northern Ireland. Clause 9 confers power on aerodrome authorities to detain aircraft to secure the payment of airport charges, and, if the charges are not paid within twenty-one days, to sell the aircraft and apply the proceeds in satisfaction of the charges and incidental expenses. Clause 10 empowers the Board of Trade to make regulations requiring the payment of charges to international organisations and governments outside the United Kingdom for navigation services provided for aircraft under international agreement. The clause also enables those charges and charges for navigation services under existing legislation, to be imposed in respect of any aircraft, whether or not it is registered in the United Kingdom, or is in or over the United Kingdom at the time when the services were provided.
