Joycelyn Elders, M.D., Surgeon General of the U.S. Public Health Srvice, will speak at the annual joint dinner of the W A, the American Medical Women's Associaton of the Metropolitan D.C. Area and the Greater Washington Academy of Women Dentists. The sixteenth Surgeon General, Dr. Fders is the second woman and the first Atican-Anerican to hold the post, which carries with it the rank of three-. star admiral. In this position, she manages the personnel system for PHS' 6,(Xi)-member C ommis- sioned Corps, a uniformed service which can be reassigned to medical trouble spots when needed and has special responsibility tor PHS' Office of Population Atfairs, Minority Health, Women's Health and the President's Council on Ph~ysical Fitness and Spors. Before coming to P11S, Elders was director of the Arkansas Department of Health, having been ap- pointed to that position in October 1987 by then- GovernorBill Clinton. Urnder Elders, the number of childhood screenings in Arkansas increased fr-om just over 4,000) in 1988 to 45,000 in 1992. The immunization rate for two-year-odas increased fr~om 34% in 1989 to 60% in 1992. Elders expanded HW testing and counseling services to include every Arkansas county and more than doubled these services since 1990. She expanded breast cancer screening, including mammograms for low-income women. In-home services for terminally ill patients, includ- ing intermittent to continuous care, were expanded to offer 24-hour, seven day-a-week care.
