            The View From The Top

      The April 27 meeting highlighted three
 prominent women, £ommissioner Barbara S.
 Thomas of the Securities and Exchange Com-
 mission, Commissioner Anne P. Jones of the
 Federal Communications Commission, and Com-
 missioner Patricia P. Bailey of the Federal
 Trade Commission, all three Carter appoin-
 tees, though two fill Republican seats.
       Comm. Bailey, appointed to the FTC in
  1979, described her agency as under Con-
  gressional fire, The long hours she spends
  at work are not for Commission meetings (in
  fact, the Commission has met for only about
  12 hours in the last six months), but for
  preparation for Congressional hearings. She
  noted the FTC had been controversial since
  its early involvement in a report on secur-
*    es which led to the creation of the SEC.

       Comm. Thomas, the 58th SEC Commission-
  er, appointed in 1980 for a five-year term,
  had high praise for the quality of the staff
  of the agency, even in comparison with top-
  notch law firms. The SEC has enjoyed sup-
  port from the industry it regulates ever
  since its early days in the 1930's, because
  of the importance of public confidence to
  them. This relationship was one reason for
  Comm. Thomas success in holding the line on
  budget cuts. The SEC meets about three
  times a week, with lengthy preparation time.
  A big issue now is the proposed merger with
  the Commodities Futures Trading Commission.
       Comm. Jones, one of seven FCC Commis-
  sioners -with a term ending in 1985, shared
  the excitement of issues now confronting
  the FCC with changing technology. Its au-
  thority extends to all forms of electronic
  communication and any devices which could
  interfere with it, including TV, radio, home
  computers, microwave and cable TV. A major
  controversy is the expansion of AT&T in data
  cessing. Also of current interest is the
     egulation of the cable TV industry.

       The discussions were broad -ranging and
  fascinating and the meeting was successful.

          of Delegates

     For election to the voluntary Bar
     Association of the District of Co-
     lumbia:

       Mellie Nelson and Suzanne Richards
       for the Board of Governors.

               May Meeting
     The next monthly meeting of the
Women's Bar Association will take place
on May 25th at the Touchdown Club, 2000
L Street (downstairs at the corner of L
& 20th Streets). A cocktail buffet will
be held from 6:00 - 7:00 p.m., followed
by a presentation by guest speaker Alice
Jacobs, career consultant and specialist
in the widespread phenomenon of job-
related stress and effective techniques
for its management.

     Ms. Jacobs has degrees from Bran-
deis University, Boston University and
the University of Arizona and has her-
self taught social psychology at the
University of Maryland. She conducts a
private consulting practice in Virginia
and the District of Columbia focusing on
stress management as well as techniques
for maintaining growth within careers.
She has consulted for such organizations
as the Hecht Co., the U.S. Dept. of
Interior, National Paralegal Association
and Washington Women's Forum.
