     Chief justice Warren Burger ad-
dressed forty-four judges, five of
wh om are women i~wyers, and remarked
ti-at ti-e District of Columbia is now
on the judicial equivalent of all the
50 states. Our former Court of Gen-
eral ess ions which had limited juris-
diction is no more, The transition
of a Superior Court of general juris-
diction places the District of Colum-
bia on the same stature as the indi-
vidual states in that our scope is
wholly within our own court system.
Our Superior Court and our Court of
Appeals will be subjected to judicial
review only by the U.S. Supreme Court.

     To s'ee five wonen Judges seated
ax ong thec forty-four judges of the new
Superior Court was a gratifying view.
This is the largest fele representa-
ti   or te judcary in tie i-story of
the judicial ystm of the District of
Colubia. Jdes Bacon, B'arlow, Green,
Johnson and Kely provided counterpart
for the remaining thirty-nine male
judges.

      Juvenile Judge Fountleroy was the
guest speaker for tie Women's Bar Asso-
ciation meeting on November 24k 1970.
At tiat time the Judge answered the
challenging question, Will the New
Supreior Court solve our Crime Problem?

     Judge Fourtleroy s salient remarks
indicatc tht tIhe addition of new
judges and expeditious trials will ef-
fect a very small dent in the over all
crime problex because two important
fcets of tie crime spectrum-prevention
ard rehabilitation have not been in-
eluded in te budet. The Judge feels
that unless a four-pronged attack is
made 1) preventior 2) apprehension,
3) adjudication and 4) rehabilitation
the crime problem will not be minimized
let alone solved.

        In e qucstion period that follow-
ed Elizabeth uiing asked the Judge
where reverue was going to coe from to
carr  our ths four-step attack, and the
judge felt that increased taxes would
provide the lest reqults, Since this is
a local prllet,   e people in the area
should  ear te burden ad they in turn
will receive the benefits or successful
results.
