                                 MINUTES OF THE
         WOMEN'S BAR ASSOCIATION OF THE DISTRICT OF COLUMBIA
                                 BOARD MEETING
                                 DECEMBER 16, 1997

       The meeting was called to order by WBA President Saundra Brown at 6:45 P.M. Those
present were Saundra Brown, Mary Clark, Vicky McEneney, Michelle Gary, Julie Heflin, Kathy
Ellis, Susan Swiatek, Cynthia Goode, Mary Kate Whalen, Pat Apfelbaum, Nancy Long, Rhonda
Lees, and Executive Director Jackie Pumpaly.

I.     Approval of the minntes (Mary Clark)

       The minutes of the November 18, 1997 meeting were approved as amended.

IL      !ryesident's Report (Saundra Brown)

       Saundra welcomed Jackie Pumpaly as the new Executive Director and thanked Kate,
Melissa, and Rhonda for keeping the WBA afloat during the transition. The Board wished
Saundra a happy birthday.

       Saundra reported that Colin Powell is unable to speak at our Annual Dinner because he is
booked for all of May. Saundra asked whether we would be willing to have the Annual Dinner
on June 12 so that Colin Powell could speal We discussed that it is a Friday night and that May
6 is another possibility. We discussed the possibility of moving to another locale so as to have
more flexibility about a date. Most Board members preferred to stay at the Building Museum.
Saundra said that we had previously ranked Jimmy Carter second and Elizabeth Dole third, but
thought Dole might be easier to reach and so we'll pursue her next after Powell.

       Saundra reported that she has heard that none of our three candidates for judicial
endorsements were forwarded to the White House for nomination by the nominating committee.
Vicky McEneney reported that someone on the executive endorsements committee had said that
judicial endorsements should think in the future about when there is one woman who is well
qualified and who is a member that we just endorse that one woman and not males who aren't
members because that might take away from our backing of this one woman. Vicky said that she
can see both sides of the debate, but is concemned that we can't just endorse women or just
endorse our members because that undermines the power of our endorsements. Pat Apfelbaum
said that she guessed that the reason why endorsements committees were formed in the first
place by the WBA was to promote women in these positions. We talked generally about whether
we want to amend the judicial endorsements bylaws.

       Saundra asked whether we can endorse ppple whose names are now before the President
for nomination when the three people we endorsed at an earlier stage were not forwarded to the
President. Saundm was approached by someone who did not ask for our endorsement initially
