         WOMEN'S BAR ASSOCIATION OF THE DISTRICT OF COLUMBIA
                                  BOARD MEETING
                                  SEPTEMBER 16,1997

       The meeting was convened at 6:45 P.M. Those present were Mary Clark, Vicky
McEneney, Mary Kate Whalen, Michelle Gary, Julie Heflin, Cynthia Goode, Saundra Brown,
Patricia Apfelbaum, Kathy Ellis, Susan Swiatek, Cynthia Calvert, and Executive Director Lora
Pollari-Welbes.

I. ---Approval of the Minutes (Mary Clark)

       The minutes of the July 22, 1997 WBA Board meeting were approved without
amendment.

U1.    Part-Time Survey Status (Cynthia Calvert)

       Cynthia Calvert reported that the Part-Time Survey grew out of a Spring 1996 program
on alternative work schedules. They initially worked with a professor at the Univ. of Maryland
to do the part-time survey, but are no longer doing so. Instead, they'll do the survey themselves
and have a survey cQnultant help.

       They have obtained surveys from other bars that have done similar work to see what has
gone before. Kathy Ellis suggested approaching the D.C. Bar because this is one of Carolyn
Lamm's priorities and it dovetails with the Summit on the Status of Women in the Profession.
The D.C. Bar might be a resource to tap to discover other sources of funding. Kathy suggested
drafting a letter to Carolyn Lamm from Saundra Brown saying that we'd like to help with the
tasks that came out of the Summit and that this part-time work survey could be marketed as
promoting those goals. Pat Apfelbaum suggested including the D.C. Bar in order to broaden the
interest in this survey and to avoid the appearance that our survey results will be dictated by our
agenda. Lora Pollari-Welbes noted that GAYLAW has been working with the D.C. Bar on a
survey. She suggested that Cynthia might want to contact GAYLAW to see how that process has
gone.

       Cynthia was interested in advice on funding the project. What foundations should they
approach in addition to the WBAF? She noted that they would not be approaching law firms for
funding because they don't want any appearance of bias. Vicky McEneney pointed out that the
same concerns for approaching law firms for funding also apply to corporations because the
survey will target corporations as well as law firnis and government. Kathy suggested presenting
the part-time survey as a next tier issue to the WBAF to follow up on concern for the glass
ceiling. Kathy reported that the WBAF is very interested in getting an angle on this issue -- how
to be successful as lawyers and still lead our lives? Saundra noted that the WBAF funding cycle
ends on October 31, 1997 and that any funding proposal must be submitted by then. Lora also
noted that the WBAF will consider WBA applications for funding at other times during the year.
Lora suggested that we approach the WBAF for funding of the research and that the WBA will
pay for copying because we'll reap that money back through sales.
