         WOMEN'S BAR ASSOCIATION OF THE DISTRICT OF COLUMBIA
                                  BOARD MEETING
                                     JULY 22, 1997

       The meeting was convened at 6:40 P.M. Those present included: Mary Clark, Victoria
McEneney, Elaine Lubin, Nancy Long, Julie Heflin, Cynthia Goode, Saundra Brown, Patricia
Apfelbaum, Kathy Ellis, and Executive Director Lora Pollari-Welbes.

       As an initial matter, Saundra Brown thanked Sara Daly for all of her work on behalf of
the WBA as she moves on to social work graduate school at the University of Michigan.
Saundra and Lora Pollari-Welbes introduced Kate Timlin as the new membership coordinator.

I.     Approval of the Minutes (Mary Clark)

       The minutes of the June 3, 1997 WBA Board retreat were approved as amended. The
minutes of the June 27, 1997 WBA Board teleconference regarding approval of the lease were
approved. The minutes of the May 20, 1997 WBA Board Executive Session were approved as
amended.

II.    Executive Committee Action (Saundra Brown)

       Saundra reported that the WBA Board had endorsed: Fern Flanagan for the District of
Columbia Superior Court; Richard Roberts for the United States District Court for the District of
Columbia; and Noel Kramer for the United States District Court for the District of Columbia.

       Vicky McEneney reported on concerns regarding criteria used for judicial endorsements,
i.e., do we endorse all who are qualified or only those who are extraordinary? These concerns
arose in the context of the application for endorsement of Richard Roberts. He has extraordinary
dedication to public service, but has almost exclusively criminal law experience. Elaine Lubin
noted that it is hard to draw lines in the abstract and Saundra said that it might be easier to
discuss the need for changes to criteria in the context of actual examples. Julie Heflin said that it
is hard to determine when the WBA endorsement is lukewarm or enthusiastic. Saundra raised
concern about the goal of tailoring the tone of our letter to our degree support of the candidate.
Kathy Ellis highlighted that the requests for endorsements come in at different times and so it is
hard to judge how the candidates stand in relation to each other. Julie asked whether we could
advertise that we have been asked to do an endorsement to see whether there are others who wish
to apply. Elaine said that this would not be feasible because of the time constraints in completing
the endorsements.

       Vicky said that she, Ann Bushmiller, and Elaine would undertake to review the policy
and guidelines on judicial endorsements. Patricia Apfelbaum highlighted that page 6 of the
WBA Bylaws,     C of § 7, says that we endorse no more than three candidates for any one
