                                 MINUTES OF THE
             WOMEN'S BAR ASSOCIATION FOR THE DISTRICT OF COLUMBIA
                           BOARD OF DIRECTORS MERTING
                                 April 15, 1997

            The meeting was called to order at approximately 6:45 p.m.
       by Proesident Nancy Long. Those prevent were Julie Meflin, Mary
       Kate Whalen, Pat Apfelbaum, Sue Swiatek, Nancy Lonq, Luretta
       Garcia, Ellen Serick and Executive Director Lora Fullari Welbes.

            WnA member Blair Postman made a presentation before the
       Board.

       I. PROPOSED ARTS & ENTERTAINMENT LAW FORUM  (HIair POsL man)

            WBA member Blair Postman proposed formation of an Arts &
       Entertainment Law Forum. A planning meeting was held on April 8,
       1197 to determine interest In such a forum. Blair ontacteC&
       approximately 80 individuals, including members 3dentifled in the
       WBA directory as practicing in Communications and InLellectual
       Property areas, as well as attendees at the Arts & Entertainment
       dinner at the recent Women's Leadership Dinners. Approximately
       22 of the 80 contacted expressed interest in participating.  It
       was suggested that a Project group be formed, similar to the
       Intellectual Property Law Project, Lo put on one or two programs
       during the 1997-1998 year and see if an A&E Forum is viable.

       II. MINUTES  (Mary Kate Whalen)

            The minutes of the Maruh 18, 1997, meeting were approved as
       amended.

       II. RnFORT OF EXECUTIVE COMMITTEE ACTION     (Nancy Long)

            The Ekecutive Conmittee recently endorsed ROxaxie Wiser,
       Karla Perrl and Lorretta Garcia uor appointments to PAS
       positions. The Committee also endorsed Eva Plaza to a PAS
       position with either HUD or DOE.

       IV. EXECUTIVE DIRECTOR'S REPORT    (Lora Pollari Welbes)

            The Botird appzfloved 36 new members.

            Lora reported that the last Newsletter of Lhe year is at the
       printer. She suggested that the Board consider and identify
       alternatives to Lora handling all of the duties inherent in.
       publishing a Newsletter. The duties Lora currently has assumed
       with respect to the Newsletter are not part of her job
       docription ao Executive Director and she initially assumed such
       responsibilities with the understanding that-it was a temporary
