                     BOARD OF DIRECTORS MEETING
                                August 19, 2003

                                  MINUTES

The  meeting was called to order by the President at approximately 6:45 p.m. at the
offices of Koonz, McKenney,  Johnson, DePaolis &  Lightfoot. In attendance were
Paulette Chapman (President), Joanne Young (President-Elect), Barbara Burr (Treasurer-
Elect), Regina DeMeo  (Secretary), Jennifer Duane (Board Member), Tracy  Durkin
(Board Member), Karen Lockwood  (Board Member)  and Martha Lockwood  (Executive
Director).

I. Votes via email: Paulette reported that via email enough votes were obtained to
authorize the admission of Jennifer W. Braswell, Mimi S. Dennis, Vicki Viramonter-
LaFree, Amy  Swift, Margaret Smith-Stansfield, Elizabeth A. Scully, Janis M. Penman,
Katherine Battiste, Tressi Cordaro, Nygina Mills, Nancy H. Lutz, and LaTisha Simone
Gotell. Also via email, the Board approved the WBA endorsment of Jeffrey Guttman,
Esq. as a judicial candidate for the DC Bar and the change of authorized signatories to the
WBA's  bank account.


II. Raising the Bar:

       A. Upcoming  Issues- The summer issue, which will include all the post-Annual
          dinner information, is almost ready and should go to the printer tomorrow. It
          will include a list of all the Co-Chairs, Board Members, dates for any
          upcoming events, as well as a list of the Stars of the Bar for the Fall Kickoff
          event scheduled for September 18, 2003. The fall issue will include bios for
          the Co-Chairs and have greater detail about the Stars of the Bar. The goal will
          be to have this distributed before September 18, 2003. A list of the current
          co-chairs was distributed for review and comment. Finally, our grant request
          to the WBAF for RTB is pending.

      B.  Committee or Volunteers- Paulette reported that it would be very helpful to
          have either a committee or a few volunteers to assist her and Martha with
          Raising the Bar. It would also be nice if we could have write-ups after events
          take place with a summary of the presentations made and interviews of the
          speakers. It may be possible to ask the Co-chairs to do this as part of their
          responsibility with putting the event together. Everyone agreed to explore the
          idea of a committee or survey volunteers to help with the RTB. It was also
          agreed that the co-chairs definitely need to be given the RTB deadlines.
