interpretations and conclusions of the New Hamp-
shire Advisory Committee to the U.S. Commission
on Civil Rights and as such, is not attributable to the
Commission. This report has been prepared by the
State Advisory Committee for submission to the
Commission, and will be considered by the Commis-
sion in formulating its recommendations to the
President and Congress.
