PROPOSED CONSTITUTIONAL AMENDMENT To provide home rule for cities. The Delegates of the Pople of the State of New York, in Convention assembled, do propose as follows: 1 ARTICLE -. 2 Section 1. The legislature shall pass general laws for inoorpo- 3 rating new cities. Every city shall have a mayor, who shall be 4 its chief executive, with such powers as may be provided by law; 5 his term of office shall be two years. Every city shall have a com- 6 mon council, which shall consist of one or two bodies, to be , elected with or without cumulative voting, or proportionate or 8 minority representation, and with such municipal legislative 9 powers as may be provided by law. 10 Sec. 2.
