Introduced by the committee on cities and referred to the com-
mittee of the whole, accompanied by a majority and minority
report from said committee.- Progressed in committee of the
whole and ordered printed, together with amendments offered
and proposed in committee of the whole; progressed in com-
mittee of the whole and ordered printed, together with amend-
ments offered and proposed in committee of the whole.
PROPOSED CONSTITUTIONAL AMENDMENT
To provide home rule for cities.
The Delegates of the Pople of the State of New York, in
Convention assembled, do propose as follows:
1                         ARTICLE -.
2   Section 1. The legislature shall pass general laws for inoorpo-
3 rating new cities. Every city shall have a mayor, who shall be
4 its chief executive, with such powers as may be provided by law;
5 his term of office shall be two years. Every city shall have a com-
6 mon council, which shall consist of one or two bodies, to be
, elected with or without cumulative voting, or proportionate or
8 minority representation, and with such municipal legislative
9 powers as may be provided by law.
10   Sec. 2. All elections of city officers in all cities, and of county
11 officers in the counties of New York and Kings, and in all
