other special events; to provide assistance and support.

                       educate  our  soldiers,
                       their families, and Army
                       civilians about the re-
                       sponsibities of citizen-
                       ship and to reaffirm the
                       values upon which our
 nation and Army were founded.
    As the United States faces its third century in a
 world entering the thid millennium, our country
 must continue to manifest a strong sense of national
 purpose. This sense of purpose has manifested itself
 in our past during conflicis, such as the American
 Revolution and the Civil War, and in peacetime when
 the country united its efforts to place a man on the
 moon.  The  foundation of that sense of unique
 national purpose is based on the freedoms, ndividual
 rights and system of democratic government guar-
 anteed by the United States Constitution.
    The mortar that secures the foundation is an
 plgam   of the core value demnt tsted by our
 orefaithers during the Amer an Revolution: duty.
 loyaty, honor, selfless serer, di  iplte, integrity.
 and courage. These values became central to Amen-
 can thought and action for all time--and to an extraor-
 dinary degree during World War I.l The Department
 of Defense, as charged by the Consttution, continues
 to serve proudly as the steward of these ore values in
