The Center and Historical Analysis


     ret    Marsh, in his letter of instrction of
 March 1, 1983 directed that the Center at Military
 Hisory give increased priority to the preparation of
 historical studies in support of Army staff planning
 and mission execution. Actually, the Center has
 lotg assisted the Army in appiymg history to staff
 p anig, It has done so by  reating, through e-
 serch, writing, reference service, ard archval
 activities, a histoical data base upon which other
 Army agencies could draw for their own work, The
 Center has also contibuted through its support of
 military history education, preparing prospective
 An    leaders to use historical information and
 modes of thinking as they confront the problems of
 cormand.,
 No. how+ er, the Cente is required to go
 beyond the general, more or less traditional, serv-
 ices i has formerly provided. The new goal for the
 Center is to devote more of its efforts specilically
 t o the preparation of historical studies focused
 directly upon current Army activities, problems.
 and policy issues
 Historical studies and analyses can be primarily
 narraive accounts of recent Army  operations;
 they can present the historical background of a
 particular policy or organizational issue in itS de-
 :elopm nt over time and in the context of other
 eensf and  they can review past effors to deal
       h urren problems. To qualify as analyses,
however, the studies must go beyond a chroriolog-
ical re-ital of facts to draw conclusions from the
mforation,  on the factors, tor example, motivat-
ing a particular decision, or the reasons for the
outcome of a policy. Conclusions of this type may
reuti  from the deliberate testing of hypotheses
agaist evidence uncovered in research, or they
may  emerge in the course of preparing a straight-
forward historical narrative.
  As  defense issues become ever more complex
and take a central place in national policy debates,
narional security studies are once again an expand-


ing  field Wuth  the government  and,  after a
Vietnam-related hiaus, in the academic commu-
ny.  Many  Army agencies are involved in one way
or  a   hr  in  ui    and  analyses. Several of
these, inludini the Strategic Studies Institute at
the Army  Wa  tollege and  the Combined  Arms
Co1 1    Di v lopm n  Center  at Fort Leaven-
worth,  have been  identilfed as regularly doing
studies tha daw  etensively on historical infor-
mation  or approach problems  from a historical
point of view  This expanding use of historical
data within the Army  parallels a broader trend
throughout our    iety. An increasing number of
governmenal  and priate  institutions are Finding
historical mnonation and historical methods of
analysis useful in a variety of practical ways. The
challeng- for the Center of Military History is to
bring its sil o bear more effectively and respon-
sively on current and future Army concerns.
  For the preset, owing to a gap between objee-
tves and  resources made available, the Center
must perform this task by regrouping its existing
perhonnel r  urces. To this end, the Center has
