S. 1134, a bill to amend title 28, United
States Code, to provide for the selection
of the court of appeals to decide
multiple appeals filed with respect to
the same agency order, December 16, 1987.
*This report, and previous reports from the
99th and 98th Congresses dealing with the
selection of court for multiple appeals (items
4 and 5 of this Legislative History), states
that similar language was reported out of the
House Judiciary Committee in H.R. 3263, the
Omnibus Regulatory Reform Bill of the 96th
Congress. Research into this matter shows
that this is not the case and no such language
exists in H.R. 3263 or its accompanying
report.  (See P.L. 96-354 for H.R. 3263 and
House Report No. 96-1393).
