the Senate, S. 1419 was a water power bill applying only to
navigable streams. To avoid sending comprehensive water power
legislation to the Senate Commerce Committee, the House Water
Power Committee used S. 1419 as a vehicle for the legislation.
Thus, the Senate report is irrelevant to this history per se,
but is nevertheless included.
