NELSON, Mrs. NEUBERGER, Mr. PASTORE, Mr. PELL, Mr PROXMIRE, Air RANDOLPH, Mr. RiBicorF, Mr. WILLIAMS of New Jersey, Mr. DOMINICK, Mr. CHURCH, Mr. Moss, and Mr. McGEE) introduced the following bill; which was read twice and referred to the Committee on the Judiciary A BILL To enforce the constitutional right to vote, to confer jurisdiction upon the district courts of the United States to provide injunctive relief against discrimination in public accom- modations, to authorize the Attorney General to institute suits to protect constitutional rights in education, to establish a Community Relations Service, to extend for four years the Commission on Civil Rights, to prevent discrimination in federally assisted programs, to establish a Commission on Equal Employment Opportunity, and for other purposes. Be it enacted by. the Senate and House of Representa- 2 tives of the United States of America in Congress assembled, 3 That this Act may be cited as the Civil Rights Act of 4 1963. I
