NOTE: The Reclamation Reform Act is
Title II of an act to authorize
construction of specific pro-
jects in Wyoming. This history
will focus exclusively on Title
II of P.L. 97-293. S. 1409 is
the original project authoriza-
tion bill. It became the
vehicle for passage of Title II
when that language, H.R. 5539,
was adopted as an amendment to
S. 1409 during House floor con-
sideration of S. 1409 on August
17, 1982.  (See 128 Cong. Rec.
H6108-17 (daily ed. Aug. 17,
1982), Item 28 of this history,
and see also Senate Energy and
Natural Resources Committee
calendar pages, Item 34a of this
history.) Reference will be
made to all documents relevant
to all bills which eventually
became enacted as P.L. 97-293,
but only those documents rele-
vant to Title II per se will
be included in this history.
