/ The language which comprises
H.R. 3978 was originally contained
in section 3 of H.R. 3816, 95th
Congress, The Federal Trade Commis-
sion Improvements Act of 1977, and
a variation of this language was
contained in the Senate companion
bill, S. 1288, 95th Congress. The
Conference Report to accompany H.R.
3816, House Report No. 95-1557, con-
tained the provision which is H.R.
3979 and was passed unanimously by
the Senate, 124 Cong. Rec. S14918
(daily ed. Sept. 11, 1978). H.R.
3816, however, did not pass the
House during the 95th Congress.
