REPORT BY THE SPECIAL COMMITTEE ON THAT PART OF HOUSE
RESOLUTION 203 RELATING TO THE ORGANIZATION AND LOB-
BYING ACTIVITIES OF THE AMERICAN RETAIL FEDERATION
APRIL 7, 1936.-Committed to the Committee of the Whole House on the state of
the Union and ordered to be printed
The following report adopted as the majority report by the committee
was approved by the following members of the Committee: Mr.
PATMAN, Mr. DOCKWEILER, Mr. LuCAs, and Mr. BOILEAU
REPORT
[Pursuant to H. Res. 203]
Mr. Cochran, on April 24, 1935, submitted the above-numbered
resolution calling for a congressional investigation into the activities
of an organization, which was reported to exist under the name of the
American Retail Federation. The resolution was agreed to as sub-
mitted' and the Speaker named a special committee of seven including
the following: Mr. Cochran, of Missouri, chairman; Mr. Warren, of
North Carolina; Mr. Lucas, of Illinois; Mr. Dockweiler, of California;
Mr. McLean, of New Jersey; Mr. W. Sterling Cole of New York; and
Mr. Boileau, of Wisconsin. Since the date on which, the com-
mittee was named as is indicated, Mr. Cochran and Mr. Warren at
their request, were relieved from serving on the committee because
of their memberships in the Committee on Expenditures and the
Committee on Accounts, respectively. They were immediately re-
placed through the naming by the Speaker of Mr. Patman, of Texas,
as chairman to replace Mr. Cochran; and Mr. Bloom, of New York,
to replace Mr. Warren.
On June 4,1935, and before the committee had held its first hearing,
the House, by House Resolution 239, extended the scope of the
investigation and the power of the committee by amending House
Resolution 203 to include the following authority and direction:
And to investigate the trade practices of individuals, partnerships, and corpora-
tions engaged in big-scale buying and selling of articles at wholesale or retail and
their associations.
This report is concerned only with a brief summary of the factual
data which have been developed as a result of the investigation of the
American Retail Federation pursuant to House Resolution 203 as
