This report examines the authorities given by law to the National Archives and Records Administration with respect to defining what are Federal records and managing their creation and maintenance in Federal agencies, and makes recommendations for improvements in the law and its implementation. I approve the report of the Task Force and commend the efforts of its members. I plan to share the report or its conclusions, as appropriate, with Federal agencies, Congressional staff, and other interested individuals. I have asked the Deputy Archivist to assign responsibility for implementing the recommendations in the report and to report to me periodically on progress achieved in implementation. DON W.
