CALR on the Internet: LOIS Enters the Fray

LOIS, a new provider of online legal information, has entered the market with the
potential to steal customers from Westlaw and Lexis. In this article, LOIS's WWW
site (www.pita.com) is described and evaluated, and its databases are compared to
Westlaw, Lexis, and other free databases available on the Internet.
Background History
LOIS stands for Law Office Information Systems. The company was founded in 1987
by attorney Kyle Parker with the intent of producing affordable electronic law
libraries. LOIS began with CD-ROM products and introduced its databases on the
Internet in September 1996. The CD-ROMs are still being produced and contain the
same data as the WWW site.
jurisdictions, Information, and Coverage
Currently, the LOIS Web site contains selected state and federal caselaw, codes,
administrative materials, and other primary information, (see chart). All primary
materials have been officially issued by the respective court, legislature, or agency.
Annotations or headnotes that are not part of the official documents are not provided.
Information is available within 72 hours of receipt by LOIS, although United States
Supreme Court opinions are online within two hours after release.
The site now contains caselaw from the U.S. Supreme Court, the Circuit Courts,
and the states of Arkansas, Colorado, Connecticut, Georgia, Louisiana, Massachu-
setts, Missouri, North Carolina, Nebraska, Oklahoma, South Carolina, and Wisconsin.
The United States Code, as well as codes, regulations, court rules, and other primary
law from a number of the above states are also available.
