       SEC FILINGS THROUGH
             THE INTERNET

The biggest impact the Internet has made in our
library has been the ability to retrieve SEC filings
cheaply and quickly. SEC filings are available over
the Internet through the EDGAR Dissemination
Project. In fact, the desire to obtain these filings
was the catalyst which got us on the 'net' in the first
place.
Until EDGAR began, SEC documents had always
been available to the public at the Securities and
Exchange Commission's Public Reference Room in
Washington, DC. With the implementation of
  DGAR, the Electronic Data Gathering and
  nalysis Resource, many companies were filing

electronically and paper copies of their filings were
not made available in the Public Reference Room.
There was some concern that the distribution of
SEC filings would be dominated by the commercial
providers which operate the EDGAR Dissemination
Service under contract, and the public might be
shut out of a system that was initially designed to
protect them. Thanks to the efforts of Ralph Nader,
TAP (Taxpayer Assets Project), and several
Congressional representatives, electronic access
to the EDGAR filings is available via the Internet.
EDGAR Internet access began in January 1994. It
is still considered a pilot program with many
changes expected. Already this year, access began
with e-mail and anonymous FTP and now extends
to Gopher and World Wide Web. Filings are only
available for those companies that have been
phased into the EDGAR program. By 1996 all
companies will be filing electronically.
If you want to begin retrieving filings over the
Internet, the first thing to do is determine if your
company is an EDGAR filer. To do this, you can
consult the phase-in list which was originally
published in the Federal Register on March 18,
1993, 58 FR 14628. A list of revisions was
published on May 27, 1994, 59 FR 27590. We
have this list photocopied and kept by the
Reference Desk right by the Directory of
Companies Required to File Annual Reports with
the Securities and Exchange Commission. It tells
when a company will be making its mandatory
filings electronically through EDGAR. It also gives
the CIK code for the company. Each company has
its own unique numerical identifier called a CIK
code (Central Index Key.) IPOs and foreign filers
will not be available through Edgar until 1995.
Once you have determined that your company is
an EDGAR filer, you need to decide how you are
going to access the filings. The EDGAR
Dissemination project currently supports the
