ABA Past Presidents, Jacob M. Lash-
ly, George Maurice Morris and Arthur
T. Vanderbilt, and the moderator was
Lyman M. Tondel, Jr., JBC Nation-
al Chairman    (see picture below).
The suggestions of the participants
were so constructive that it is planned
to publish their comments in the Pro-
ceetdings of the Thirteenth Convention
which are to he included in the forth-
coming 1947 roster.

Public Relations to Be Stressed; Legislative Drafting
to Be Revived.
At the 13th' annual meeting of the JBC held in Atlantic City during the
last wcch of October, plans for 1946-47 ere formulated. The program, which
includes the high-lighting of the Public Information Program  in order to
restore it to its prewar vigor, the re-establishment of the legislative drafting
program, and continuing activity in the fields of aid to the small litigant,
restatement of the law, procedural reform, including traffic court iniprovement,
and relations with law students, is now being carried out.

Public Relations
Expansion of the Public Informa-
tion Program is planned to acquaint
the public through dignified educa-
tional campaigns on matters pertain-
ing to American citizenship and civil
rights, the United Nations organiza-
tion, the administration of justice, and
the value of professional legal serv-
ices. Speech outlines, articles, adver-
tising copy and radio scripts will be
prepared and distributed to State and
local directors, to supplement those
prepared in the past, together with
suggested outlines for setting  up,
through State anti local bar associa-
tions, speakers' bureaus to serve as
media for carrying the program to the
public.
The Public Information Program Is
being led by National Director W.
Carloss Morris, Jr., of Houston, Tex-
as, and four associate directors. An
advisory board, composed of past Na-
tional Chairmen of the Junior Bar
Conference and past National )irec-
tors of the Public Information Pro-
gram, has been appointed to serve a
a steering committee. The report on
the Public Information Program was
submitted to the Convention by Thom-
as F. Healy of Washington, 1). C., re-
tiring National Director.
Procedural Reform Studies
The Conference approved the rec-
ommendation of the Committee on
Procedural Reform, headed by John S.
Howland of Des Moines, Iowa, that,
since less than 25 of the 343 studies
remain to be completed, the Junior
Bar Conference appoint a committee
consisting of only one repr.sentative
