Power Commission

(This article is the first of a series *of
artides concerning the work of young attor-
neys practicing with major governmental
agencies and departments. The series is a
project sponsored by the Young Government
Lawyer Committee of the Junior Bar Con-

The responsibilities of the Federal Power
Commission for the regulation of the electric
and natural gas industries are of central im-
portance to the nation's economy. These
industries are, respectively, the largest and
the fifth largest industries in the United
States. This article will not attempt to cover
the whole range of Commission activities
with regard to these industries but will de-
scribe briefly some of the principal types of
cases and procedures in which the Commis-

JBC Committee Work Highlights
Midyear Summary of Activities

Generally, the first few months of any
Conference year are required for organiza-
tion and appointments. Happily, by develop-
ing the efforts of last year to avoid this de-
lay, over 1,000 committee appointments were
made by the end of September. Appointments
of committee chairmen, vice chairmen, and
some members, together with suggestions and
programs for each committee, were mailed
within a month after the St. Louis meeting.
This has expedited committee activities. For
example, the Committee on Clients' Security
Funds and the Special Committee on In-
corporation of Lawyers have already submitted
reports which will be considered by the JBC
Council at the Midyear Meeting in February.

ABA LAWYER PLACEMENT SERVICE
INITIATED TO AID MEMBERS
As of January 2, the American Bar Association initiated a Lawyer Placement Infor-
mation Service to assist Association members who are seeking employment in law firms,
business or government. The service also functions to help prospective employers locate
needed lawyers. Although the service is not available to prospective employees who are not
ABA members, prospctive employers need not be Association members in order to register
their openings for lawyers.

Some other noteworthy developments are:
Annual Meeting
Plans for the San Francisco Annual Meet-
ing in August are almost final. Programs on
Inter-American legal problems and reform
in divorce laws are being arranged. The ABA
Administrative Committee has approved a
budget for the meeting. The Committee on
Cooperation with other ABA Sections is
planning an information booth at the JBC
headquarters hotel, the Sheraton-Palace. Social
activities planned will make the most of the
extensive attractions in San Francisco.
Regional Meetings
The Birmingham Regional Meeting was a
great success, and indications are that the
Salt Lake City Regional Meeting, May 30-
June 2, will be another highlight of this year.
Current plans for this meeting are to
strengthen and encourage JBC activities in
the Rocky Mountain area. Plans are under-
way for the Fall 1962 Regional Meeting in
Little Rock, Arkansas.
Law Day, USA
The United States Junior Chamber of
Commerce is working with the JBC in the
preparation and presentation of Law Day
programs throughout the country.
Membership Activity
Many JBC members have joined President
Satterfield's Committee of 1,000 member-
ship campaign.,. State and local junior bar
groups continue to sponsor admission cere-
monies and luncheons for new admittees.
Continuing Legal Education
The Continuing Legal Education Com-
mittee, among other things, continues to
sponsor educational programs to help young
lawyers and new admittees bridge the gap
between law school and practice. Those
programs have been well received every-
where. The cooperation of the Joint Ameri-
can Law Institute-American Bar Association
Committee on Continuing Legal Education
promises to increase the effectiveness of JBC
efforts in this field.
Court Improvement
This committee is now cooperating with
