        Honey Works Better than Vinegar:

              Collaborating with Tactical

   Over the past three years, there has been a growing tension between negoti-
ators and tactical personnel. The National Council of Negotiation Associations
(NCNA)   was established by the FBI to provide a collective voice on a na-
tional level regarding all aspects of crisis negotiations. It has presented a set
of guidelines and policies for departments that have negotiation teams. At the
same time, the National Tactical Officers Association (NTOA) established a
section on negotiations. Controversy has arisen around NTOA's representa-
tion on NCNA. As in most conflicts, both sides have legitimate points.
   Negotiators are concerned that people who are not primarily negotiators
will somehow come to speak for negotiators, or more importantly, non-negoti-
ators will speak with authority about policy and procedures in negotiations. In
addition, the NCNA has been concerned about the need for low cost training
for negotiators, provided by people whose goal is to pass along the knowledge
and experience they have gained rather than to earn a living by doing training.
They see NTOA  as working against this goal of low-cost training by offering
training programs for a fee.
   NTOA,  on the other hand, presents a case for an integrated approach to
managing  conflict, and has presented a well thought out model that requires
negotiators and SWAT personnel to respond as a team and to develop a coordi-
