INTRODUCTION

       Sports gambling is big business.' The American Gaming Association estimates the United States
sports betting market to be worth as much as $380 billion .2 Yet, full-scale sports gambling is only legal in
one state, Nevada,' which accounts for less than 100 of the national sports gambling market.4 As the
