      Some New, Unexpected Benefits
                   of Incarceration



  We have reached the end of the first decade of the ravaging AIDS
epidemic. Morbidity and mortality rates, by cause, age, length of
incarceration and medical history, for so long a legally required
information duty of the nation's prisons but so studiously and delin-
quently neglected, that both the epidemiology of AIDS in prison
and some of its costs are totally unknown to policy makers and the
general public. What little is known should be a cause of concern
for most and a cause of sheer delight for others. Delight? Yes! Peo-
ple in the natural rubber industry, who for decades in the recent past
scanned their plantations in Malaya with the same kind of down-
heartedness that inmates feel on receiving word that their parole
applications have been denied, are busy again, tapping latex, plant-
ing new trees. Only a decade ago many hundreds of acres of rubber
trees were cut and replaced with low yield cash crops. Hope re-
