    *  Bart is currently serving as chief of staff to Congressman F. James
Sensenbrenner. He has also served as counsel to four other House committees-
the Foreign Affairs Committee, the Science and Technology Committee, the
Judiciary Committee, and the Select Committee on Energy Independence and
Global Warming. On the latter of which, he was also the chief of staff. Bart played
an active staff role in the drafting, introduction, and negotiation for House
passage of the USA FREEDOM Act. The views in this Article are entirely his own
