I am pleased to introduce Cynthia Laberge's research on the topic of To What Extent Should
National Security Interests Override Privacy in a Post 9/11 World. This paper uses international
discussion of these issues to inform the New Zealand position. This paper discusses how the balance
might be found between security and privacy. This is a complex question and this paper provides a
comprehensive guide to what needs to be considered in that balance.
Cynthia Laberge was appointed, in 2008. as the third InternetNZ Senior Research Fellow in
Cyberlaw. at Victoria University of Wellington. Faculty of Law. InternetNZ, the not-for-profit
organisation that fosters co-ordinated and co-operative development of the Internet in New Zealand.

that hosting this fellowship brings. The main aim of this joint-venture fellowship, between Internet
NZ and the Faculty of Law, is to produce research on internet related legal subjects to enhance New
Zealand's understanding of legal issues as they relate to the internet and related technology.
