Center for National Security Law at the University of Virginia School of Law. John Nor-
ton Moore has held six Presidential appointments in the United States, including serving
as the initial Chairman of the Board of Directors of the United States Institute of Peace,
as a U.S. Ambassador to the Third U.N. Conference on the Law of the Sea, and as the
Chairman of the National Security Council Interagency Task Force on the Law of the Sea.
He has also served as the Counselor on International Law to the U.S. Department of
State and as Co-Chairman, with the Deputy Attorney General of the United States, of the
U.S. delegation to the first official talks between the United States and the former Soviet
Union on The Rule of Law.
This Article was prepared for a joint project entitled Strengthening the U.N. and En-
hancing War Prevention, undertaken with the Lester B. Pearson Canadian International
