I am honored to have been chosen as Editor-In-Chief for Volume 21. This issue of The Law
Forum marks the beginning of our third decade of publication. The second decade ended on
a positive note as The Law Forum won a third place Award of Excellence in the 1989-90
American Bar Association/Law Student Division Newspaper & Magazine Competition. This
represents the fourth consecutive year (and fifth of the last six years) that TheLaw Forum has
been honored with an award in the competition. We hope to be able to continue to represent
the School of Law in a winning manner with this years' issues.
Our lead article focuses on the causes and effects of global warming, and the attempts by
national and international legislatures and organizations to combat this threat to humanity.
Currently, the environmental legacy that we will leave to our children and theirs is quite
appalling. The future is at stake, and we must strive to make every day Earth Day!
The second article is on the propriety of courtroom closure and the related constitutional
rights of defendants, the media, and the public. In metaphorical terms, the strained levee of
the criminal justice system and the rising tide of courtroom chaos have led to sandbagging
measures that are necessary to avoid a flood of disorder. However, the possible erosion of
traditional and constitutional rights requires careful judicial engineering.
Next, our final feature article deals with the preservation of historic landmarks from the
effects of construction. The protection available under various federal, state, and local laws
are considered through the use of a hypothetical property.
Finally, the Recent Developments section summarizes a baker's dozen of interesting
opinions from the United States Supreme Court and the Court of Appeals of Maryland.
The Law Forum Editorial Board and Staff wish to apologize to our readers for the delay in
receiving the final issue of Volume 20 (Spring 1990-20.3) and this issue (Fall 1990-21.1).
Due to a myriad of difficulties, the current Board and Staff assumed responsibility for
publishing Issue 20.3, in addition to the three issues comprising Volume 21. We have made
every effort to get the publication back on schedule, and we believe we have succeeded. Our
next issue, Winter 1991 - 21.2, will be printed and mailed to you in August 1991. We hope
to have Spring 1991 - 21.3 completed by the end of this summer. Thank you for your
patience.
