As the Law Forum begins its 20th volume of publication, we pause to reflect upon how
far the magazine has come since its inception in 1971. The magazine made its debut as
The Forum, The Official Student Newspaper of The University of Baltimore Law School.
The first issue was mimeographed on 8 1/2 by 14 paper with hand-printed designs and
titles. The topics ranged from a discussion of the progress the School of Law had made
towards ABA accreditation, to the increase in female enrollment, to an editorial decrying
United States involvement in Vietnam asking when the United States would take the
ultimate responsibility for ending a damned, ugly... war.
Certainly much has changed since that first edition. The School of Law is now fully
accredited, female enrollment now respresents approximately 50% of the student popu-
lation, and the United States not only ended its involvement in Vietnam but has, finally,
recognized the heroic sacrifices made by those men and women who served the United
States in that war.
The Law Forum, too, has come a long way since that first edition. From the efforts of
Stuart Goldberg, the first editor-in-chief, and his staff, through the present Editorial Board
and staff, the Law Forum has evolved into an award-winning, scholarly publication. The
sucesss of the Law Forum would not have been possible without the joint efforts of all
the people who have, over the past years, served as editors and staff members. To all those
past and present Law Forum members, we thank you.
The current Editorial Board and staff plan to continue the award-winning tradition with
Volume 20. The authors in this volume include a Maryland judge, a professor and students
of the School of Law, and a practitioner of the Maryland Bar. Topics range from the recent
Broadwater decision to securities issues.
In all we have been gratified with the response from the legal community to past articles.
We encourage our readers to provide us with comments on either side of the issues
published in the Law Forum. When possible and appropriate we will attempt to publish
comments in future editions, as we have in the past.
It is our hope that with the continued support of Dean Katz, the School of Law, the
student body, alumni and the Maryland legal community, the Law Forum staff will
complete another 20 volumes of this award-winning publication.
