Otterbotirg Addresses Inter-American
Bar Association at Lima, Peru
At the Fifth Conference of the Inter-American Bar Associa-
tion held at Lima Peru, November 25 to December 8, 1947, Edwin
M. Otterbourg, Esq., of New York, formerly Chairman of the
American Bar Association Committee on Unauthorized Practice
of Law, gave an address on the suppression of unauthorized prac-
tice of*law in the Americas.
Mr. Otterbourg pointed out that in the history of the formation
of governments in the Americas it has been the lawyers who have
led the thoughts of their peoples and have crystallized these
thoughts into acceptable laws. In the administration of its laws
the public must be served by capable, honest and upright judges
and administrators, on the one hand, and no democracy can long
exist unless there be a vigorous, courageous and independent Bar
as well.
In any country, Mr. Otterbourg stated, any man - however
humble - should have the right to seek and obtain the protection
of the law, and to be represented by a capable lawyer who will
protect his interests without fear and with undivided loyalty. This
duty and responsibility of the lawyer to the individual citizen is
the bulwark of the liberties of that individual. Consequently, it
has long been recognized that lawyers should be selected by reason
of study, attainments, education and character. The ideals of the
legal profession are high. The lawyer who is unworthy of them is
cast out by his fellow practitioners. The importance of the lawyer
