Editorial

Events during the last quarter in media law have
ranged from the humorous - Jools Holland's six
weeks suspension by the IBA for his utterance of
the words 'groovy f***er' on a trailer for the rock
programme  the Tube  - to the sad - the BBC's
procrastination over the screening of Duncan
Campbell's series 'Secret Society'.
  In  the UK  perhaps  the most hopeful  note
was  struck when   Archy  Kirkwood's  Private
Members'   Bill, aimed at providing individuals
with the right of access to their personal files,
achieved  its Second Reading on  20 February
1987. The  Bill does not represent a complete
victory  for  the  Freedom of Information
Campaign  but it certainly represents a significant
step in  the direction of openness  -  a step
supported by the Government  for once.
   'Challenging the Censors', the recent con-
ference  organised by  the  Washington-based
World  Press Freedom  Committee,  drew  atten-
tion to the wider issues and the problems  of
censorship that dog journalists wherever they
may  happen to be. The study of censorship can
sometimes  seem  a rather negative pastime, but
the London  conference showed that it need not
be so. Out of the conference came not just the
usual words about censorship but also six positive
recommendations   to help combat  censorship.
The  recommendations include the establishment
of a fund to support legal challenges to censorship
and  a permanent censorship hotline to provide
instant support for journalists.
  In this issue Nils Petter Gleditsch deals with the
question  of  national security and  freedom
of expression in Scandinavia; Alan Boyle with
politics and broadcasting: the SDP case; Peter
J. Karlen  offers a  constructive critique of
Californian publicity rights legislation dealing
with  descendible  rights and  compares   the
new  legislation with other intellectual property
legislation.
