as counsel to the firm of Eland & Pratt, LLC, in Hoxie, Kansas. Ballard hold a J.D. from Washburn University
School of Law, with Certificates of Concentration in Natural Resources Law, Oil & Gas Law and Business &
Transactional Law. In his third year of law school Ballard received Top Grade in Environmental Law and Top Paper
in Public Land Law for his research on the Mexican Spotted Owl. Ballard also holds an LL.M. in Agricultural &
Food Law from the University of Arkansas School of Law, and is currently pursuing a M.S. in Natural
Resources/Agroforestry with the University of Missouri. Further, Ballard also holds a B.S. in Political Science from
Southern Utah University, and is a graduate of Fredonia High School in Fredonia, Arizona.
