             Building an Electronic

                     Law Library

                  Thomas B. Fleming and
                      Martin J. Cullen

Thomas B. Fleming is the Library Director at Piper & Marbury in
Baltimore, Martin J. Cullen is Assistant Vice-President at Lehman
Brothers in New York and Manager of Reference Services for
Lehman's Business Information Services. Note: This article is re-

To stay relevant, law librarians have to be able to integrate electronic
and paper information sources effectively. They must also do this
while remaining the low-cost, high-quality provider of the
information.

We have kept this article general because there are so many varia-
tions in hardware, software, and networks. It is intended to answer
the following frequently asked question: How should I integrate elec-
tronic information with the existing print library? For this discus-
sion, electronic information includes the Internet, online services,
CD-ROM products, electronic files, in-house information, and any-
thing else that is available in electronic form.

There used to be a real sense of nostalgia associated with building a
traditional law library. You surveyed needs, assessed the physical
space, developed a budget, planned the layout, ordered the books
and the shelves, and finally, put everything in its place. You could
rely on colleagues in other libraries for help on any questions because
there were few variables. Now, you can easily go through a whole
series of questions-such as: are you DOS or Windows, Windows
95 or Windows NT-only to find out that they are using a Banyon
instead of a Novell network and cannot help you.

The question today is not whether you should integrate the electronic
data availability with the print information sources, but how.
