PROFESSOR KOH KHENG LIAN
Professor Koh Kheng Lian is an established authority on environmental 1a4 both locally and
abroad She is also an acknowledged expert in criminal lau, (but no longer teaches the subject.
After graduating with an LL.B. Hons (Ui niversity of Malaya in Singapore) as part of the pioneer
Class of 1961, she w4ent on to complete her LLA.., PhD (Singapore) and Diplome de Hautes
Etudes internationales at the University of Geneva. She is also an Advocate and Solicitor of the
Supreme Court of Singapore.
I.   INTRODUCTION
Professor Koh embarked on a distinguished academic career spanning some fifty years at the
Faculty of Law at the National University of Singapore (NU S), except from 1980 to 1986 when
she served as a legal officer at the secretariat of the United Nations Commission on International
Trade Law (UNCITRAL), in Vienna, Austria. She has taught a number of subjects including
Criminal Law, Contract, Commercial Transactions and Environmental Law. She has numerous
publications covering a wide range of topics, including Straits in International Navigation: Con-
temporary Issues' - this book was inspired by the issues relating to the Straits of Malacca as dis-
cussed at the United Nations Convention on the Law of the Sea (UNCLOS). Some of her pub-
lications have been cited in textbooks and courts. One of her very recent publications is ASEAN
Environmental Law, Policy and Governance: Selected Documents2, in two volumes.
She is a founding member and the Director of the Asia-Pacific Centre for Environmental Law
(APCEL). She has also served as Regional Vice Chair of the International Union for Conserva-
tion of Nature (IUCN) Commission on Environmental Law (CEL) for South and East Asia
and member of its Steering Committee from 1996 to 2004. She is currently one of the Regional
Governors of the International Council of Environmental Law (ICEL), Bonn. In this interview,
she provides us with a glimpse of her days as an undergraduate at the Bukit Timah Campus
(BTC), and an exclusive insight on being a student of the pioneer Class of 1961. She also shares
with us some of her thoughts on environmental law, an area of the law that she has a passion and
a keen interest in.
