I must, first of all, extend my apologies to the contributing authors
and all subscribers forthe late issue of this volume. This was because the
Singapore Law Review Lecture was held late in December1992 and we
felt that publication should be withheld to include the transcript of the
excellent speech given by Prof Tommy Koh.
This volume continues to strive for articles of greater relevance to
Singapore and more student articles of academic worth. We have had
contributions fron the teaching staff, students and even one from a
lawyer practising in Japan. Most heartening of all was the number of
student contributions that we received. The promotion of legal thinking,
legal writing and discussion amongst the students has always been and
will always be a major objective of the Singapore Law Review, and to
this end, we published no less than seven student articles in this issue.
The appointment of Mr Yong Pung How as the Chief Justice of the
Supreme Court heralded much change in the legal complexion of
Singapore. One of which was the appointment of the first woman to the
Supreme Court. Ms Lai Siu Chiu made legal history not only by
becoming the first woman on the Supreme Court, but also in being the
youngest member tobeappointed to the Bench then. We proudly feature
an exclusive interview with Judicial Commissioner in which she gives
personal insights into the rigours of her elevation.
In recent years, the Editorial Boarid had enhanced the variety of
published articles and had done away with a special feature. In pursu-
ance with this policy, we published articles dealing with topics ranging
from taxation to international law. There is however, an emphasis on
articles that concern the legal system of Singapore. Issues that concern
law and society in Singapore at large have seen increasing prominence
among legal circles in Singapore. There is increasing interest in viewing
