SIGNIFICANT ITEMS

The Commission solicited comments on whether the Commission
should require public reporting of material short security positions in
publicly traded companies in a manner analogous to the current
reporting requirement for material long security positions. [S7-20-91]
The Commission amended its regulation concerning Organization and
Program Management to delegate authority to the Director of the
Division of Market Regulation to grant, pursuant to sections 17A(b) and
19(a) of the Act (15 U.S.C. 78q-l(b), 78s(a)): (1) an extension of a
temporary clearing agency registration, for up to two years or such
longer period as the clearing agency consents; and (2) the withdrawal of
an application to become a registered clearing agency, at any time prior
to final determination of such application by the Commission, upon
submission of a request for such a withdrawal by the applicant ......
