    The San Diego Journal of Climate & Energy Law is a publication
 of the University of San Diego School of Law. The Journal is published
 annually and is devoted entirely to articles based on climate and
 energy law. Current volumes may be located at Westlaw, Lexis, Wm.
 S. Hein & Co., and EBSCO. This summer, our articles should also be
 posted in our repository which will be available through our web page
 at https://www.sandiego.edu/law/academics/journals/jcel/. Hard copies
