With this issue, SGRAPS enters upon the
ninth year of its existence. Founded by Emory
Buckner, it first saw the light of day on March
21, 1925.  The first editor was William J. Millard.
Upon his resignation in the early part of 1926 he
waS succeeded by the Sylvesters -- Charles Lincoln
and Alvin McKinley. When Chic resigned in the fall
of 1927, the present editor was given the job of
oarrying on, by Charles H. Tuttle. SCRAPS has con-
tinued to appear during the administration of Ceorge
Z. Medalie and thanks to the   ooperation of the
assistants has published many important and inter-
esting legal articles,
