The report of Scraps' death has been greatly exag-
gerated. There have been several reasons for the lapse be-
tween the concluding issue of volume five and the present is-
sue.  The primary reason, hovwever, is that the members of the
staff have been unwilling to cooperate.  Ie know from our own
conversations with different assistants that any number of
briefs are written every day on extremely interesting points
of law. But the assistants will not even bother to devote a
few extra ninutes to taking these briefs and making a few
changes so that they maly be used as articles. Frankly we are
getting a bit tired of having to take assistants lb- the back
of the neck and literally 0hake articles out of them.  Je
