THE GRAND.JURY SYSTEM
(The following is a portion of an
address by Mr. Tuttle at the meet-
ing of the Federal Grand Jury Asso-
ciation at the Hotel Astor on Jan-
uary 17, 1929.)
The meeting of this association held in
December last, former County District Attorney
William Travers Jerome stated that in his opinion
a grand jury was a vermiform appendix on the body of
the law, antedeluvian and should be abolished. He
also stated that grand juries often wasted the time of
the witnesses, refused to tdict guilty people because
of political influence and at times indicted innocent
people through lack of proper care.
In my judgment such an indictment of the grand
jury system is without any warrant whatever; and
