                    INTRODUCTION TO RERCI ISSUE 14(1/2)

  The  2017 SERCI   Annual  Congress was held in Turin (Italy), on July 10th and 11th.

The congress was hosted by Colegio Carlo Alberto under the local organisation of Giovanni

Ramello, and was attended by 44 academics, with 20 paper presentations over the two days.

There were two keynote speaches, delivered by Prof. Brett Frischmann (Villanova University)

and Prof. Francesco Parisi (University of Minnesota and University of Bologna). Professor

Frischmann's talk, which was very much cross-disciplinary in nature, gave an enlightening

vision of copyright from the perspective of the capabilities approach. Professor Frischmann

has kindly provided RERCI  with a write-up of his talk, which is included as the lead article

in the present issue of the journal.

  The  congress also held a round-table session on the topic of Regulatory copyright tariff

setting in Europe: Effects for copyright users and copyright holders. At the session, which

was chaired by Enrico Colombatto, five short interventions were given, by two representatives

of copyright users (Will Page of Spotify and Simon Morrison of Google), one representative

of copyright holders (Clemente SAnchez of SGAE), one representative of regulators (Raul Ro-

driguez of the Spanish Copyright Commission), and one economist with extensive experience

participating in rate setting processess in North America (Gerry Wall). The discussion that

ensued, both between panelists and from the floor, was at the same time probing and insight-

ful. For the present issue of the journal, two of the panelists, Raul Rodriguez and Gerry Wall,

have provided some comments  which have been published herein as short papers.

  The  fourth paper in this issue of the journal, by Shinya Kinukawa, was presented at the

2016 SERCI  Annual  Congress.
