Abstract Article 49.3 of the Constitution of 4 October 1958 has recently been subject to criticism, after it was invoked by the prime minister. In fact, there has been an ongoing debate about its use as a tool of streamlined parliamentarianism since the start of the 5th Republic. However, a detailed examination of how it actually works and the hypotheses on the basis of which it has been implemented enables us to qualify these criticisms and demonstrate its usefulness, both past and present.
