Editorial


On  21 January  2011, Annette  Bruno  passed  away.
Annette was an integral part of RECIEL, serving as copy
editor for over ten years. She provided irreplaceable
leadership, consistency and zeal and was the journal's
backbone. Her passing is a horrible shock. Her presence
is utterly missed.
Annette was a remarkably vibrant, warm and positive
person. She studied physics at Bristol University and
then worked  at the United Kingdom   Department  of
Environment,  Food and Rural Affairs before taking on
duties with RECIEL. She had a passion for sports and
the outdoors and  would  often describe her thrilling
adventures hiking, skiing or whitewater kayaking to the
envy of all listeners. She had inspiring energy, enthusi-
asm and strength, and wonderful love for, and devotion
to, her three young children.
In early 2009,  Annette was  diagnosed  with breast
cancer. For months,  she  underwent  treatment and
successfully fought the disease. To everyone's relief, by
October 2010, it appeared that the cancer had gone. But
in late December 2010, her health worsened. The breast
cancer had travelled to her brain and she had a tumour.
The doctors tried to operate but the tumour was too
advanced  and vigorous. Annette died  on Friday, 21
January. Tragically, she leaves behind three children
under the age of 7.

Regarding  this issue of RECIEL,  it focuses on the
environmental law implications of development in the
Arctic. With climatic and other unprecedented envi-
ronmental  changes  already being  experienced and
expected to grow in the Far North, increased access to
and impacts on the natural resources of this region are
inevitable. These changes will significantly effect the
peoples who live there. Access to fisheries, oil and gas,
minerals, and  other resources will change the eco-
nomic, social and environmental context of the region
and have significant impacts. As reflected in the follow-
ing pages, the challenges that these impacts bring may
require significant changes in the structure and com-
prehensiveness  of environmental laws  and  policies
addressing the region.

Before examining impacts, however, it is important to
consider the underlying causes of some of the climatic
and  environmental changes  that are occurring. Bob
Watson  and Erika Rosenthal argue in their article that
one of the chief causes of environmental changes in the
Arctic is the often overlooked problem of black carbon
emissions. Black carbon is a component of fine particu-
late matter that has a short atmospheric residence time,
