During the past year, the Review of European Com-
munity  and   International Environmental   Law
(RECIEL) has made  an  important contribution to
better understanding and appreciation of the role
of environmental  law  in achieving  sustainable
development  goals. The publication has targeted
legal aspects of the key issues of trade and environ-
ment, energy production and use, conservation and
sustainable use of the planet's biological diversity,
mitigation of climate change, and the process and
outcome  of UNCED.

International environmental law has been rapidly
developing over the past two  decades  since the
seminal 1972 Stockholm Conference on the Human
Environment. UNEP  has played a widely recognized
catalytic role in this process. The international
agreements to protect marine environment and the
ozone layer, to control hazardous wastes, as well
as the recently concluded Convention on Biological
Diversity are only some of the success stories engi-
neered by UNEP.  Agenda 21, adopted by the 1992
Rio Summit,  specifically emphasized  the UNEP
mandate  in the field of international environmental
law. UNEP's upcoming  activities in the present de-
cade are based on the long-term programme for the
development  and periodic review of environmental
law and involve such areas as toxic chemicals man-


agement,   protection  of  marine   environment,
environmental  impact  assessment,  and environ-
mental emergencies. Building on what has already
been achieved, UNEP  is ready to play its part in the
system-wide  UN efforts to implement and encour-
age sustainable development. Negotiating a Desert-
ification Convention and implementing the Conven-
tion on Climate Change can be cited as areas where
UNEP  can contribute with its resources and expert-
ise.

The  world  community   is facing unprecedented
environmental   and   developmental   challenges
which require concerted action. The overriding pri-
ority is implementing sustainable development. To
strengthen  its input into this collective effort,
RECIEL should not only continue to pursue the pol-
icy of  addressing  the  most  critical issues in
environmental  law, but should  also discuss the
implementation  and  effectiveness of the existing
legal instruments. I believe that, in its first year of
existence, RECIEL has  made  an impressive  start
and  has laid the foundation for it to become  a
widely recognized and authoritative publication.
