Volume I Number I


In the twenty years since UNEP came into being,
international environmental law has grown into a
dynamic tool in management strategies to save the
planet's environment. It has developed from an
issue-to-issue approach into a comprehensive legal
response to global challenges. UNEP's contribution
to these developments ranges from the develop-
ment of the regional seas conventions to the adop-
tion of convention for protection of the ozone layer,
regulation of hazardous wastes as well as conserva-
tion and sustainable use of the world's biological
diversity. The promotion of education, training and
information in environmental law has been another
important area of UNEP activities.

RECIEL  is expected to provide a much  needed
forum for bringing news, providing analyses and
holding discussions on the crucial problems in all
areas of international environmental law. I note
with interest that RECIEL's first issue explores some
of the legal problems posed by the relationship
between  economics  and  environment, at both
national and international levels. These problems
are now  widely recognised as being  of critical
importance in the whole  environmental debate.
Indeed, the agenda of the 1992 'Earth summit' is
dominated by the problems of ensuring maximum
compatibility between environment and develop-
ment.

I welcome the emergence  of this publication and
wish that, through the thematic collection of articles
for the analysis and discussion of new ideas and a
functionally organized digest of information on new
developments in international environmental law,
RECIEL will make a major contribution to the effec-
tive development and wider appreciation of the role
of environmental law in efforts to protect and pre-
serve the global environment for present and future
generations.

European Community  environmental law and policy
has developed  rapidly since the first Community
Action Programme  on  the Environment  in 1973.
Developments in this area are continuing to acceler-
ate, as the December  1991 Meeting at Maastricht
showed.  Member  States realise that they share a
common   environment which  is best protected by
the concerted efforts of all concerned. It is now
apparent that the relationship between economic
and environmental policy is critical. Accordingly, the
European Community  is currently pursuing several
new  initiatives in its Fifth Action Programme on the
Environment to integrate economic and  environ-
mental policy.

Discussion and analysis of these new directions in
environmental policy and  their implementation
through  legal mechanisms  is essential to the
progress of environmental law. Therefore the trade
and environment theme of this first issue of RECIEL
is particularly timely. In addition, this publication
provides a systematic survey of recent develop-
ments  in the field of international environmental
law, with special regard for European Community
news. It recommends   itself as essential reading.
RECIEL promises to make  a strong contribution to
the refinement and application of international and
European Community  environmental law. I warmly
commend   the endeavour and wish it every success.
